The most important difference one can tell is,

I have been looking at the text of H.R. 6039 (http://thomas.loc.gov/cgi-bin/query/z?c110:H.R.6039.IH:) introduced by Congresswoman Lofgren and it appears that EB3 applicants who have an advanced STEM US degree but were not able to file under EB2 for various reasons will in all likelihood be benefited by this bill. I base this opinion on the following :
The bill states that :
<a.> Aliens Not Subject to Direct Numerical Limitations- Section 201(b)(1) of the Immigration and Nationality Act (8 U.S.C. 1151(b)(1)) is amended by adding at the end the following:
`(F) Aliens who have earned a master's or higher degree from a United States institution of higher education (as defined in section 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a))) in a field of science, technology, engineering, or mathematics and who have an offer of employment from a United States employer in a field related to such degree.'.
Now, sections A through E of section 201 (b) (1) (http://www.uscis.gov/propub/ProPubVAP.jsp?dockey=cb90c19a50729fb47fb0686648558 dbe) talk about immigrants who will not come under the numerical cap. This does not mention any employment category.
Next, HR 6039 states that :
b.> Procedure for Granting Immigrant Status- Section 204(a)(1)(F) of the Immigration and Nationality Act (8 U.S.C. 1154(a)(1)(F)) is amended--
(1) by striking `or' after `203(b)(2)';

(3) by striking `Attorney General' and inserting `Secretary of Homeland Security'.

Based on this analysis, it looks like EB3 applicants with advanced STEM US degrees should be exempt from the immigrant visa cap as well. If you think my analysis is flawed, please feel free to correct me.
Of course, it is still unclear whether this bill will apply to people who have already applied for their I-485.

This is very very sad. Why apply for a H1B when you wont use it. Completely unethical! I have known people leaving the country because they couldn't file H1B in time.

Hi, my husband and I had our interview today at 2pm located in San Jose. Everybody was called for their interview except us and we were wondering why we had to wait for an hour and 25 minutes. Only then we found out, the immigration officer who picked up our appointment letter forgot about us. :mad: When we finally got in touch with someone, we got called in at 3:25 by an old lady immigration officer. She was cold, unfriendly, had a very serious face, and did not make eye contact at all. She did not make things easy for us and there was tension everywhere.
My husband and I have been together for almost 7 years now, but we've only been married for 5 months. I am the petitioner and my husband is the beneficiary. We don't live together because of school and work complications. But we do have evidence to show our marriage is bona fide. Starting with airline itineraries visiting each other going back from 2004 to present, joint checkings/savings account, joint auto insurance, joint credit cards, joint phone account, email love letters and online chat messages from 2003 to present, receipts from motels where we stayed whenever we visited each other, and receipts from places where we ate together. Also, we turned in my tax returns, 2005, 2006, and 2007 and since I have already filed for my 2008, I have included that as part of the supporting documents. We also turned in my pay stubs for the month of February and March, along with an employment verification letter from my employer. Even though we have turned all of these documents to support our marriage is real, the immigration officer gave us the face as if we're going to get denied anyway. Then as she was going through the supporting documents we submitted with the application I-485, she noticed the seal on my husband's court disposition letter was missing. They lost the seal and told us we have to go back to court and get another one because she was thinking we tampered with it. Oh my god, in my mind, I wanted to lecture her to tell their clerks to be careful when filing important documents. They lost the seal to the court disposition letter! :mad: Then she saw her colleague and asked for his opinion and said to him, 'we have a problem'. He started asking us questions like how we met, how old we were, why we're not living together. After we answered, he said 'thats a tough one' and then he left the room. Then, our immigration officer stood up and said she's late for her doctor's appointment. My husband and I were so confused and shocked by all this. It was as if she didn't give a crap about us just because we don't live together even though we have tons of evidence to back up our marriage. It was the worst feeling in the world and felt like our life was taken out of us. :(
So now, we were given a piece of paper stating we have to turn in another one of my husband's court disposition letter with the seal included. It was their fault in the first place for losing it. Not only did our immigration officer made us wait for an 1 and 25 minutes, but she forgot about our appointment too. She never even apologized. She was not a nice old lady. Then she told us our interview has to be reviewed by her supervisor, and from the way she treated us after finding out we don't live together, she gave us the look that we have no chance of getting approved. :( On the way home, my husband and I were quiet the whole time, still shocked. We asked ourselves, why couldn't this happen to those whose marriage is a sham, you know? Why did we have to end up with that old lady? One way to increase participation is to involve the Indian student associations of the various universities of the area. They are usually pretty well organized and members are usually willing to support such causes. Also support from ISA's from top notch schools goes a long way to show the legal immigrant population as a highly educated bunch.

I went to the local ASC here for e-filed EAD fingerprinting, and I was quite pleasently surprised to see 5 USCIS employees taking FPs (and a guard at the gate), but only 3 customers at the lobby including me and my wife! Our FP was done in 4 minutes. Last two occasions it was at least 1 hour waiting in line before they called us.

I think, if by June 30th if your application is pending, you will get your EAD extension based on this new rule i.e 2 year of PD is not current or 1 yr if PD is current on 30th June. People will start seeing it in a couple of weeks after June 30.
I guess, it makes sense to aaply it now if you can as based on USCiS speed, you will most probably be pending by June 30.

I went for an info pass appointment and according to the USCIS official, my employment authorization is approved(correct A# on the card) and as per their records. It is only a card error of the name, so I can work using the EAD card.
I have opened an SR for the name change. The CSR there did not want me to send any documents until asked by USCIS. I am hoping they ask for documents for the correction.. as of now, I have not used it but if I have to, I will.

Another suggestion.
Aside from putting your name in the mailbox, befriend the regular USPS guy handling your area and tell him/her that you are waiting for a very important mail from Federal Gov't that's why you are putting your name inside the mailbox.
This helped a lot when I was waiting for my EAD. I got a guarantee from the USPS guy that any mail with name on it will never be returned to sender.

Eventhough most of the people are under stress about the immigration delays, do not down by the threats from outside forces like the OP to exploit our plight and make money and laugh at our face. OP is living in a fools paradise. I like more comments like snathan to condemn these kinds of threats.

What would be really beneficial, if they split the amnesty part out of the CIR. Most politicians agree that the legal immigration system is dysfunctional and needs to be fixed. The all or nothing approach is the brainchild of Dem's - in fact Rep's asked for an updated bill that starts with the common framework of agreements, like border security, legal immigration reform etc.
Making the legal immigration reform contingent on amnesty doesn�t seem to make any rational, even in political perspective. I can�t see how it will help Dem� win elections, even if that�s their goal. Getting things gradually moving would rather make them look dynamic and solving some problems!
